Department of Employment and Labour | Government | 3500 | $470M | South Africa | SAP | SAP HCM Learning Management System | Learning and Development | 2020 | n/a | In 2020 the Department of Employment and Labour implemented SAP HCM Learning Management System to centralize Learning and Development within HRM Corporate Services and the Public Employment Services Branch. The SAP HCM Learning Management System was deployed as part of a broader SAP ECC6 HCM footprint and anchored learning within the departmentwide personnel development and e-recruitment agenda. Configuration work focused on core HCM modules aligned with the Learning and Development category, including Organizational Management, Personnel Administration, Time Management, Performance Management, E-Recruitment, Personnel Development, Learning Solution, Talent Management, Career and Succession Planning and EHS. The implementation included building a qualification structure and assigning National Qualifications Framework qualifications, mapping job architecture to SIC classifications and OFO codes to support candidate-job matching within the SAP HCM Learning Management System. The architecture integrated ECC6 with MDG for business partner master data, using synchronization rules and IDoc integration to link SAP HCM to CRM organizational structure. The program included explicit interfaces to external systems, noted as SIYAYA (UIF) and SAQA, ABAP development of upload programs to ingest candidate records from existing data sources via MDG business partners with Department of Home Affairs as an identity source, and use of LSMW for bulk master data uploads. Address Services were configured to standardize District, Municipality, City, Suburb and postal code values to reduce free text entries and improve candidate matching in e-recruitment flows. Governance and rollout were driven by a detailed blueprint and an updated project plan, with a senior SAP Human Resources consultant overseeing task schedules and translating business requirements into solution design. Coordination with ABAP developers and discrete configuration ownership for Organizational Management and Personnel Development supported phased activation of ESSA e-recruitment and the SAP HCM Learning Management System across the department. | |
