Governance and rollout began in July 2019 and proceeded with a cross-functional program structure, emphasizing process standardization, change control, and staged activation of billing and finance capabilities. Implementation governance focused on aligning utility-specific business processes with SAP S/4 HANA IS-U configuration and coordinating cutover of meter-to-cash and customer-facing processes with SAP C4C integration.
