In 2015 the State of Texas implemented Oracle Peoplesoft Compensation as part of a PS 9.2 Upgrade and Enhancement Project to strengthen statewide payroll and HCM capabilities, with the implementation scoped to the Compensation Management category. The engagement explicitly supported core HCM modules tied to the State of Texas payroll system and centered on Oracle Peoplesoft Compensation configuration and functional alignment across agencies.
The implementation included configuration and setup of Position Management, Human Resources, Compensation, and Taleo recruitment modules, together with creation of functional desk aids and detailed test scripts to validate role based workflows. Technical activities encompassed conversion and onboarding of new companies from other mainframe systems, and the project delivered module level configuration consistent with PeopleSoft PS 9.2 functional patterns for compensation planning, grade and step structures, and position controls.
Allied Consulting served as the system integrator for the program, leading Fit and Gap analysis for new agencies converting to the CAPPS system and conducting pilot workshops with end users to support business process re engineering. The project scope covered multiple state agencies and payroll operations, and the Fit and Gap work explicitly tied agency requirements to Oracle Peoplesoft Compensation configuration choices and payroll interfaces.
Governance and rollout activities emphasized hands on knowledge transfer and operational readiness, Allied Consulting provided in depth knowledge transfer to incoming agency staff in Position Management and Human Resources, and pilot workshops were used to surface process changes and refine test scripts. Training artifacts and desk aids were positioned as part of the cutover and support model to enable agency operational ownership of Oracle Peoplesoft Compensation and Compensation Management functionality.
