In 2005, ING implemented IBM Tivoli Identity Manager as its Identity and Access Management (IAM) solution to establish an enterprise entitlement program for HR driven access and entitlement processes. IBM Global Services was engaged to design and build the program, targeting automated employee access, approvals and role based provisioning across ING banking applications in Europe.
IBM Tivoli Identity Manager was configured to provide automated provisioning, approval workflow orchestration and role based access control, with single sign on capabilities delivered as part of the Identity and Access Management (IAM) stack. The implementation used Tivoli Directory Integrator to synchronize directories and authoritative identity sources, enabling connector based provisioning and reconciliation across application directories.
Integrations centered on HR systems and application entitlement stores to centralize request, approval and provisioning flows for employee lifecycle events. Operational coverage included access requests, certification and approval delegations affecting IT, HR and application owner functions across ING Group European sites, consolidating entitlement workflows under a centralized identity orchestration layer.
Governance and process changes introduced role modeling, approval delegation, and change control to standardize entitlement lifecycles and reduce manual approvals. The program documented projected large cost savings of approximately €15M per year as part of the implementation.
