Department of Employment, Training and Rehabilitation (DETR) | Government | 250 | $25M | United States | Alliance Enterprises | Alliance Aware | Electronic Health Record | 2017 | n/a |
In 2017, the Department of Employment, Training and Rehabilitation implemented Alliance Aware as its core Ectronic Records Management for Vocational Rehabilitation application, centralizing case records and program-level tracking across the agency. The deployment targeted vocational rehabilitation case management and program accounting, positioning Alliance Aware to replace manual outcome tracking workflows that had been used for initiatives such as Project Search.
The upgraded AWARE-VR case management system was configured with flexible case management and accounting modules, enabling cost trend analysis and program-specific customization. Alliance Aware was customized to track outcomes per special program, converting previously manual recordkeeping into structured field capture and configurable outcome indicators, while preserving the ability to produce program-level and case-level views.
Alliance Aware includes an analytics application capable of generating reports, charts and graphs in real time from hundreds of data elements using business intelligence software, enabling management to drill from statewide rollups down to case-by-case detail. This capability contrasts with the current RAISON system which only allows for a total of 80 canned reports, and it removes a prior constraint on ad hoc querying and deep data interrogation.
Operational coverage focused on the vocational rehabilitation function within DETR, with the implementation designed to better protect state assets and support agency management and accounting workflows. Governance changes centered on standardizing outcome tracking, instituting report-driven oversight and embedding analytics into regular decision workflows, while customization options were retained to adapt tracking to program-specific requirements.

Opportunities for Ohioans with Disabilities | Government | 1330 | $211M | United States | Alliance Enterprises | Alliance Aware | Electronic Health Record | 2012 | n/a |
In 2012, Opportunities for Ohioans with Disabilities implemented Alliance Aware in the Ectronic Records Management for Vocational Rehabilitation category to centralize client records and administrative workflows for vocational rehabilitation operations. The deployment was coordinated with agency IT and external vendors to manage statewide AWARE-VR releases, requirements gathering, and formal user acceptance testing to meet agency and federal regulatory compliance.
Configuration and program work centered on release management, electronic records capture, and a pilot of electronic signature functionality. Alliance Aware’s electronic signature pilot was championed and assessed through current versus future state analysis, with documented benefits focused on decreased time on paperwork and increased counselor time for client rapport building, counseling, and vocational goal work.
Operational coverage extended across Ohio field offices and was supported by 39 AWARE Subject Matter Experts who provided field-level training, technical support, and led user acceptance testing prior to production releases. Support operations produced a knowledge base and FAQs from support tickets, and user guides were published to SharePoint one week prior to each go-live to standardize procedures and reduce deployment friction.
Governance incorporated structured UAT cycles, requirements traceability, coordinated release scheduling between program owners and IT, and pilot governance for electronic signature adoption. Training, knowledge management, and release controls were embedded into rollout processes to align operational procedures with agency and federal compliance obligations.

Utah State Office of Rehabilitation | Government | 2200 | $400M | United States | Alliance Enterprises | Alliance Aware | Electronic Health Record | 2018 | n/a |
In 2018, Utah State Office of Rehabilitation implemented Alliance Aware to manage federally required 911 data capture and quarterly reporting, using Alliance Aware as its primary Ectronic Records Management for Vocational Rehabilitation application. The deployment focused on case-level data capture throughout the life of a rehabilitation case, instrumenting the application to support the Rehabilitation Act reporting cadence where quarterly reporting periods are October 1 through December 31, January 1 through March 31, April 1 through June 30, and July 1 through September 30, with 911 Reports due 45 days from the end of each quarter on February 15, May 15, August 15, and November 15. Alliance Aware is the central repository for new 911 information that USOR staff enter continuously and at required stages of case processing. The requirement that quarterly reports to RSA include only new data gathered during the reporting period is enforced in the application workflow and reporting extracts.
Configuration emphasized electronic records management features aligned to Ectronic Records Management for Vocational Rehabilitation, including structured 911 data capture fields, case lifecycle status tracking, and scheduled report generation aligned to statutory deadlines. The implementation codified data element behavior as described in internal appendices, with Appendix B listing data elements that will not be changed once correctly entered in AWARE and Appendix C listing data elements that may be updated throughout the life of the case. Alliance Aware was configured to support those immutability and update rules within case records and to drive validation at the point of entry to reduce incorrect amendments to Appendix B fields.
Operational responsibility rests with USOR staff who collect and enter 911 information into Alliance Aware during intake, assessment, and ongoing case management activities, tying electronic records to the vocational rehabilitation workflow. Business functions impacted include case management, compliance reporting to the Rehabilitation Services Administration, and data governance operations that control what is reported each quarter. Governance processes were defined to ensure reporting extracts include only newly collected data for the reporting window, and to maintain a clear audit trail for fields that are immutable versus those that may be updated. The narrative and configuration reflect Alliance Aware as the application controlling 911 data capture, lifecycle updates, and statutory quarterly reporting for USOR.
