Queensland Government | Government | 265887 | $60.1B | Australia | CGI Group | CGI Collections360 | Debt Collection and Recovery | 2016 | n/a |
In 2016, the Queensland Government awarded CGI Group a AU$58.8 million contract to implement CGI Collections360 for fines and penalty debt recovery at the State Penalties Enforcement Registry, with the stated objective of increasing collections and reducing the age of outstanding debts. The engagement identified CGI Collections360 as the core Debt Collection and Recovery application to centralize recovery activities across state-administered fines and penalties.
CGI Collections360 was intended to provide centralized case management, automated payment arrangement workflows, enforcement workflow orchestration and reporting and analytics capabilities aligned to Debt Collection and Recovery operations. The implementation narrative emphasized configuration of collection rules, staged contact strategies and automated ledger updates consistent with standard debt recovery functional modules.
Operational scope targeted SPER operations within Queensland, covering fines and penalty debt recovery business functions and expected to interface with agency finance and enforcement workflows to streamline receipting and enforcement handoffs. Planned deployment architecture focused on a state-level orchestration layer for case routing and reporting across SPER business processes, with integrations to agency transaction and records workflows implied by the program scope.
The program was scheduled to begin implementation in the second half of 2017 but experienced program delays, and the contract was subsequently terminated after budget and schedule blowouts. The termination concluded the AU$58.8 million contract and halted the planned rollout of CGI Collections360 across the State Penalties Enforcement Registry environment.
