Bradford Council | Government | 8500 | $754M | United Kingdom | Flexi Time Planner | FlexiTime | Time and Attendance | 2019 | n/a |
In 2019, Bradford Council implemented FlexiTime from vendor Flexi Time Planner as a Time and Attendance solution. The deployment ran from January 2019 to October 2019 and targeted council staff across operational, administrative and service delivery functions covering approximately 8500 employees. Project notes reference the work as Flex - Flexitime Management during the January to October 2019 timeline.
FlexiTime was configured to provide core flexitime management capabilities, including configurable flexitime rules, electronic time capture, roster scheduling and time reporting for compliance and administrative processing. Configuration emphasized rule engines for accrual and carry forward policies, shift pattern definition and approval workflows to manage variable hours and compensatory time. The implementation restated the full application name, FlexiTime, in operational documentation and configuration artifacts.
Operational coverage centralized time and attendance processing within council HR and line management workflows, applying common schedule templates across departments and service sites. The deployment supported manager approvals and timesheet reconciliation workflows, and included reporting and audit trails to support governance and operational oversight. The configuration approach used standardized templates to reduce local variation in time capture and to simplify rollouts across service areas.
Governance for the rollout included policy alignment for flexible working, defined approval hierarchies and change control during the January to October 2019 rollout. Training and staged adoption were used to align administrative and rostering practices with the new FlexiTime processes, and configuration governance was maintained through documented rulesets and approval workflow definitions.

Department for Transport | Government | 18245 | $15.9B | United Kingdom | Flexi Time Planner | FlexiTime | Time and Attendance | 2020 | n/a |
In 2020, Department for Transport implemented FlexiTime, a Time and Attendance application. The deployment covered the Department for Transport across the United Kingdom and was scoped to support central HR operations and line management timekeeping for about 18,245 employees.
FlexiTime was configured to manage core time recording, flexi accrual and balance tracking, overtime capture, absence and time-off-in-lieu workflows, and travel time accounting. The FlexiTime application enforces departmental travel and payment policies, specifically that expenses or time off in lieu will not be paid for travel between home and your usual place of work, travel time will not be paid at overtime rates, payments for travel time in addition to the standard working day between home and work locations other than your usual place of work are limited to 0.5 of the plain time hourly rate, and the first 45 minutes of travel time will not be paid for travel between home and work locations other than your usual place of work. The system configuration requires staff who are part of a Flexi Time system to claim flexi time rather than request payments for travel time.
Governance was implemented through embedded policy rules, approval workflows, and audit trails that align time capture and claims with published terms and conditions. Operational coverage included HR administration, line manager approvals, and payroll related timekeeping processes, with configuration focused on enforcing the Department for Transport travel time and flexi claim rules rather than changing pay policy.
