In 2019, Birmingham City Council implemented Oracle Cloud PaaS as a central element of an Apps Development program to replace its SAP estate and consolidate HR, Payroll, Finance and Procurement capabilities. The implementation, delivered with Evosys, comprised Oracle ERP Cloud, Oracle SCM Cloud, Oracle HCM Cloud, Oracle EPM Cloud and Oracle PaaS Cloud components, creating a single data model across transactional and planning systems for the largest Local Authority in the UK and Europe.
The deployment configured core functional modules for finance and procurement, payroll and HR case management, planning and budgeting via EPM PBCS, and a PaaS layer to host extensions and integration logic. Self service for employees and managers was enabled, and the project incorporated RPA options and automation to reduce manual reconciliation and improve transactional workflows.
Integrations were implemented using the Oracle integration approach, including bespoke integration of the West Midlands job portal WMJobs through collaboration with eQuest and WMJobs, plus multiple inbound and outbound third party interfaces. Operational coverage included 100 percent shared services access for school bursars, headteachers and form authorisers, and the Council became the first UK local authority to implement Multiple Assignment Security and Oracle’s multiple assignment level sickness process to meet specific security and HR requirements.
Evosys applied its ADOPT methodology and a centre of excellence to govern configuration, testing and rollout, with delivery continuing through a COVID backdrop to meet tight deadlines. The program explicitly targets financial benefits of approximately £1.5m per year and planned savings of £10.9m over ten years, and it established a single source of truth to improve reporting accuracy, compliance, security posture and operational efficiency via Oracle Cloud PaaS.

Governance and operational ownership centered on IT services and incident management, systems performance monitoring, SLA compliance, security best practice implementation, change request review, and disaster recovery practices for key systems. The Information Technology Manager role carried responsibility for ongoing BAU support, vendor coordination across locations, technical and design inputs for solutions, and escalation and tracking of issues and requests within the Oracle Cloud PaaS powered Apps Development environment.
