Arcosa | Construction and Real Estate | 6250 | $2.6B | United States | Oracle | Oracle Cloud Infrastructure | Application Hosting and Computing Services | 2018 |
In 2018, Arcosa implemented Oracle Cloud Infrastructure to host a lift-and-shift of its portion of Oracle E-Business Suite ahead of the November 1 2018 spin-off from Trinity Industries. Arcosa used Oracle Cloud Infrastructure as its Application Hosting and Computing Services platform to support core financials and reporting, and to provide a complete suite of production ready enterprise systems required for independent operations.
The technical scope centered on migrating the Oracle E-Business Suite application and the associated database into OCI, preserving application configurations that supported key financial and reporting functions. Implementation activities included OCI platform architecture and environment provisioning, database replication and cutover sequencing, and extensive pre go-live testing cycles to validate transactional and reporting workflows.
The migration required continuity for more than 70 integrations between E-Business Suite and surrounding applications, so integration validation and interface testing were integral to cutover planning to ensure business as usual for Trinity Industries during the transition. Cintra was the implementation partner, tasked with architecting the OCI platform, executing the migration, and assuming infrastructure management responsibilities into production, with operational coverage focused on finance, reporting and cross application integration points.
Governance emphasized a strict timeline and iterative testing, with delivery scheduled well in advance of the spin-off to allow rigorous end to end and integration testing. The OCI architecture was designed with extensibility to enable potential future growth of Arcosa while minimizing disruption during the cutover.

Arcosa | Construction and Real Estate | 6250 | $2.6B | United States | Oracle | Oracle E-Business Suite | ERP Financial | 2018 |
In 2018, Arcosa implemented Oracle E-Business Suite as its ERP Financial platform to support the corporate spin-off from Trinity Industries that was scheduled for November 1 2018. The program required a complete production ready suite to be available well in advance of the spin-off date, with a focused lift and shift of Arcosa’s portion of the Trinity Industries Oracle E-Business Suite application and its associated database to Oracle Cloud Infrastructure.
The implementation centered on core financials and reporting capabilities within Oracle E-Business Suite, providing the control plane for general ledger, accounts payable, accounts receivable and statutory financial reporting workflows. Configuration work emphasized financial close sequencing, chart of accounts alignment and secure database provisioning on Oracle Cloud Infrastructure to allow room for future business growth.
Operational scope included continuity of business as usual at Trinity Industries during the cutover and verification that more than 70 integrations between E-Business Suite and other applications continued to function at go live. Oracle recommended and Arcosa engaged Cintra as the system integrator and infrastructure manager, tasking Cintra to architect the OCI platform, execute the lift and shift migration and assume ongoing infrastructure management responsibilities.
Governance for the rollout focused on rigorous pre go live testing, cutover orchestration and integration verification due to tight timelines and high operational risk, there was an explicit requirement that work be completed correctly the first time. The overall program specification prioritized platform stability, integration resilience and a managed OCI operating model under Cintra to support immediate go live readiness.

Cabinet Office - Government Shared Services | Government | 2050 | $1.1B | United Kingdom | Oracle | Oracle E-Business Suite | ERP Financial | 2020 |
In 2020, Cabinet Office - Government Shared Services deployed Oracle E-Business Suite on Oracle Cloud Infrastructure to run its ERP Financial platform for core government operations. The deployment was undertaken to provide a single operating platform supporting more than 220,000 UK civil servants and to centralize human resources, payroll, procurement, accounts payable, and accounts receivable business functions across multiple government departments.
The implementation included Oracle E-Business Suite modules for HR and payroll, procurement, accounts payable, and accounts receivable, alongside related applications used for reporting and planning such as Oracle Discoverer, Oracle Hyperion Planning, and Oracle WebCenter for document scanning. The technical architecture was structured on Oracle Exadata Cloud Services and Oracle Cloud Infrastructure to deliver high-performance database operations and to enable centralized data access and platform consolidation.
SSCL and Government Shared Services partnered with Cintra and engaged directly with Oracle teams to provision and operate the cloud environment, ensuring compatibility for older on-premises Oracle SPARC systems to ease transition. The rollout was coordinated with some of the largest government departments so customers could be transitioned together, and governance emphasized joint planning with departmental stakeholders to keep the project within time and cost constraints.
The platform delivered explicit infrastructure outcomes described by SSCL, including improved database operations, reduced administrative costs, encryption at rest, a security first architecture, and a shift of infrastructure spending toward operating expenditure. Running Oracle E-Business Suite on Oracle Cloud Infrastructure improved data accessibility and efficiency for end users, and SSCL is now evaluating additional services such as Oracle Autonomous Data Warehouse, Oracle Analytics Cloud, and exposing APIs to integrate the ERP Financial platform with external applications.
