In 2014, Portland General Electric implemented CGI Asset & Resource Management (ARM) from CGI Group for Enterprise Asset Management. The CGI Asset & Resource Management (ARM) suite was deployed to support Reliability Engineering and to streamline utility operations with a specific focus on transmission and distribution enterprise asset management workflows, operating alongside IBM Maximo in PGE’s EAM portfolio.
The implementation centered on core Enterprise Asset Management capabilities including asset lifecycle and registry functions, work order and maintenance scheduling, resource orchestration and outage and work management workflows common to utility T&D operations. Configuration and upgrade activities were formalized, with documented upgrade procedures maintained in SharePoint and an InSpec testing framework implemented for unit, acceptance and regression testing of middleware and application components.
Deployment architecture combined traditional on premise virtualization and a cloud migration proof of concept, moving applications from vSphere VMs toward Amazon Web Services compute and Auto Scaling groups. Infrastructure as code was implemented with Terraform for operating system and server provisioning, Consul for key value storage per Terraform workspace, and Puppet for configuration management of WebSphere, HTTPS, Java and middleware components. CI CD pipelines were created in Jenkins with Groovy and Jenkins DSL, source and artifact management used BitBucket and JFrog Artifactory, application EAR and WAR artifacts were deployed to WebSphere, and Oracle 12.2 served as the pluggable database platform, with database cloning jobs and backups coordinated through existing backup tooling.
Operational governance was governed by Agile scrum practices, environment branching and tagging strategies in BitBucket, and a control repo pattern in Puppet with separate environment branches as guard rails. Jenkins job backups were stored in BitBucket for disaster recovery, certificate enrollment was automated via CMS KeyFactor API scripts, and AppDynamics machine, Java and database agents were installed for application performance monitoring. Security scanning and endpoint monitoring used Nessus and Tanium, and IAM roles and policies were defined for AWS operational control.
Explicit operational outcomes called out in implementation work included a successful on premise to AWS migration proof of concept that reduced infrastructure and resource cost, and reduced service downtime for upgrades through automated rolling restart jobs for JVMs. CGI Asset & Resource Management (ARM) was maintained alongside Maximo with automated patching, CI CD-driven deployments and hardened environment controls to support ongoing reliability and maintenance operations.
