Operational coverage centered on HR, L&D and talent teams, delivering centralized learning records, training assignment and completion tracking, competency-aligned development plans, and performance-linked learning pathways. The deployment emphasized standard Learning and Development functional workflows such as enrollment, approvals, learning plan orchestration, and integration-ready learner and profile data models. Frontera Consulting served as the implementation partner, with a Lead Oracle Learn and Talent Consultant holding SC Cleared status who led the Oracle Learning Cloud and talent module rollout. That consultant worked on the engagement remotely from February 2021 through August 2022, providing security-screened implementation leadership and aligning profile, performance and succession workflows with Dstl governance and HR process requirements.
