The solution uses Amazon Elastic Compute Cloud instances sized and optimized for Unit4 and SAP workloads, and incorporates Application Load Balancer and Network Load Balancer tiers to support application availability and scaling.
Connectivity and data transfer were addressed with multiple AWS site-to-site VPN connections, AWS Direct Connect, AWS Transit Gateway, and a Gigabit link to move large volumes of DfT data to AWS without service interruption. Operational integration included the department’s shared services center in Swansea under Arvato management, ensuring continuity for payroll and transactional finance processing during the cloud migration.
Governance and security controls were formalized through independent security accreditation and adherence to AWS Well-Architected guidance, enabling a rapid, pandemic-era rollout while preserving business continuity. Testing and staged cutovers were used to validate that business-critical applications for finance, procurement, payroll, and HR remained operational throughout migration waves.
Reported outcomes from the program include improved availability, scalability, performance, and organizational resilience, a 45 percent reduction in rack management costs, and the ability to develop and deploy new applications on AWS without significant upfront capital investment, a change the DfT anticipates could enable multi-million pound cost avoidance over time.

In 2018, the Driver and Vehicle Licensing Agency implemented SAP S/4 HANA as part of a Department for Transport pathfinder programme that placed a new SAP S/4 HANA finance platform at the centre of back office transformation. This work established a centralized finance platform intended to span multiple agencies, and required cross-system data orchestration between existing Agresso implementations and SAP components during the transfer to cloud hosting.
Governance and rollout were managed as a DfT-led pathfinder activity with Arvato providing ongoing managed services and support through a contracted extension that runs to 2023. The programme narrative documents centralized governance for back office shared services, phased transfer of ERP instances to the cloud hosted environment, and configuration changes to enable mobile administrative workflows across the participating agencies.
