Operational integration included the department’s shared services center in Swansea under Arvato management, ensuring continuity for payroll and transactional finance processing during the cloud migration. Governance and security controls were formalized through independent security accreditation and adherence to AWS Well-Architected guidance, enabling a rapid, pandemic-era rollout while preserving business continuity. Testing and staged cutovers were used to validate that business-critical applications for finance, procurement, payroll, and HR remained operational throughout migration waves. Reported outcomes from the program include improved availability, scalability, performance, and organizational resilience, a 45 percent reduction in rack management costs, and the ability to develop and deploy new applications on AWS without significant upfront capital investment, a change the DfT anticipates could enable multi-million pound cost avoidance over time.
