CBRE | Construction and Real Estate | 140000 | $35.8B | United States | Oracle | Oracle PeopleSoft EPM | EPM | 2015 | n/a |
In 2015 CBRE implemented Oracle PeopleSoft EPM as part of an enterprise PeopleSoft 9.2 program that consolidated HR and finance performance management capabilities. The implementation was executed from an information systems program that moved toward Agile practices while operating in a hybrid methodology, and delivery met agreed acceptance criteria on schedule.
The deployment focused on core PeopleSoft HCM functional modules and PeopleSoft 9.2 features, including Performance Management, Fluid Self-Service Transactions for ESS and MSS, ePay, ePerformance, Workcenters, Pivot Grids for HR and Payroll, Time and Labor, and eCompensation. The project team configured Value Lists, Rules and Time Reporting Codes with multi level access controls, redesigned Time and Labor security, created multiple dynamic groups to process more than 60K employees, and configured ePerformance and eCompensation for appraisal and compensation cycles. The environment ran PeopleSoft 9.2 with PeopleTools 8.54 and an Oracle 11i database, and AWE based Fluid ESS/MSS transactions were converted into Fluid user interface transactions.
Integration work included Commitment Accounting integration with HCM Labor Ledger processing, Chartfield integrations, and loading of ODS distributed databases at each location. The delivery included full data conversion in four phases, covering legacy data evaluation, prepare for conversion, execution and validation to bring GWS data into PeopleSoft, and the team acted as SME for designing new pay groups and earnings codes for the GWS Canada acquisition. Operational coverage spanned North America, Europe and Middle East Africa, and Asia Pacific, with a North American Payroll Time and Labor team implementing fluid self service time entry via smartphones and tablets for employees outside the CBRE network, and Smart HR hiring forms rolled out for GWS employees across 37 EMEA countries.
Program governance emphasized sprint cadence and transparency, with daily communications, scrum notes, sprint reviews, project retrospectives and regular velocity and budget burn snapshots. The team prepared SOPs for HR systems and payroll processes and produced audit reports for ongoing audits, while removing impediments and implementing process improvements to protect team productivity. The configuration of the eCompensation module and associated process redesign explicitly reduced the annual compensation process timeline by over 50 percent, and the program delivered project needs within the agreed acceptance criteria.
