In 2009 AARP implemented Oracle PeopleSoft Time and Labor to address Time and Attendance requirements across HR and payroll workflows. The Oracle PeopleSoft Time and Labor solution was delivered as part of a broader PeopleSoft HCM footprint that included HR, Benefits, Payroll, ESS, MSS, ePerformance and eCompensation, with responsibilities spanning configuration, development, conversion, customization, upgrade, security and ongoing support.
Implementation work included extensive module level configuration and custom development within Oracle PeopleSoft Time and Labor and adjacent HCM modules. The team customized the eCompensation module to meet business requirements, modified pages, components, AWE workflows and notifications for reporting relationship change MSS transactions, and implemented a custom position request workflow. New Application Engine programs, SQRs and SQC processes were created to transfer employee leave balances when employees moved between companies, and PeopleCode and App Engine programs were modified to support annual open enrollment processing.
Integrations were implemented as part of the deployment, with API and file based integration developed between PeopleSoft HCM and iCIMS as the external recruiting system. Integration Broker service operations such as JOB, PERSON_BASIC_SYNC and POSITION_SYNC were set up between PeopleSoft HCM, FSCM, ELM and Portal, and Integration Broker code was modified to translate HR Only departments sent from HCM to FSCM. Benefits vendor interfaces were developed using App Engine technology and component interfaces were created to update reporting relationship transactions on position data and job data.
Operational governance included PeopleSoft security administration, testing and rollout of HCM security roles, and day to day maintenance and production issue resolution for the PeopleSoft environment. Reporting and output management were handled through BI Publisher, SQR and PS Query to support HR, payroll and benefits operations. The deployment covered employee and manager self service workflows and centralized Time and Attendance processing within the PeopleSoft HCM ecosystem.

Testing and release tooling was applied, including PeopleSoft Testing Framework based test scripts and HP ALM for test case management, with triage calls, helpdesk support and production release coordination across HR and payroll teams.
Governance and rollout workstreams were delivered using Agile methods, with staff acting as Business Analyst, Test Manager and Scrum Master to run sprint planning, backlog grooming, daily stand ups, sprint reviews and retrospectives. Formal testing phases were executed and documented, including fit gap analysis, component integration testing, system integration testing and user acceptance testing, supported by precise business requirements, test plans, test cases and PWG meeting facilitation.
