The implementation targeted elimination of paper time sheets and manual verifications while delivering a single view of employees and one login end-to-end capability through WorkForce EmpCenter. The deployment focused on standard Workforce Management functional capabilities, including electronic time and attendance capture, multi-shift premium and holiday pay rule configuration, complex leave administration to accommodate California and federal guidelines, and reporting consistency to replace recurring reporting issues. WorkForce EmpCenter was configured to enforce time rules that extend past midnight, manage multishift premiums, and provide automated validations to reduce manual processes. Integrations included a planned, complex connection with IEHPs current payroll system to ensure payroll continuity, and the solution design accounted for bi-directional data flows for time, leave, and pay rule metadata. Operational coverage was organized by department with meetings held with each department head to document requirements and align process flows, and the solution supported rapid workforce adjustments during the COVID-19 response by enabling remote time capture and workforce mobility. Governance and rollout were structured with a discovery phase that inventoried and documented business requirements, engagement of a third-party consultant for current state mapping, collaborative future state design, and process flow documentation. The implementation was delivered with the WorkForce Software partner Rizing and included legal team involvement to translate new COVID-19 leave rules, ensuring policy alignment and ongoing employee support under the new WorkForce EmpCenter configuration.
